Leadership Now Project Endorses Bipartisan AI Legislation

Today, Leadership Now Project endorsed two pieces of legislation that address AI risks while preserving the technology’s potential to drive innovation and productivity.

“AI’s deployment has already begun to shape our economy and society,” said Daniella Ballou-Aares, CEO of Leadership Now Project. “Leadership Now supports policies that advance innovation and increase transparency while establishing guardrails to manage its risks. At a moment of rapid technological advancement — and amid revelations about serious safety failures — we call on Congress to act.”

The Frontier Act, introduced by Reps. Obernolte (R-CA) and Trahan (D-MA), would take a number of important steps toward addressing potential harms from AI, including:

• Requiring independent verification through third-party audits of frontier developers’ safety frameworks to address catastrophic risk;
• Requiring frontier AI developers to report critical safety incidents;
• Creating a new Undersecretary for AI Security to oversee the law’s implementation;
• Giving the Commerce Secretary emergency authority to suspend deployment of a model that poses an imminent catastrophic risk; and
• Preempting state laws covering catastrophic-risk audits, incident reporting, and risk disclosures for frontier models, while preserving state authority over how AI is deployed and used.

The Collaboration on Adversarial Threats and Security Act, introduced by Sens. Schiff (D-CA) and Banks (R-IN) and Reps. Latta (R-OH) and Whitesides (D-CA), would facilitate coordination among AI companies to counter AI-specific security risks. Recognizing that antitrust law can limit information sharing, the bill would shield companies from liability when collaborating to prevent or protect against certain threats, including chemical or biological weapons, cybersecurity vulnerabilities, damage to critical infrastructure, or espionage by foreign adversaries.

In May 2026, Leadership Now launched its Business Plan for America, a policy agenda to strengthen U.S. competitiveness, broaden economic prosperity, and build effective and trusted governing institutions. The Business Plan includes a forward-looking workforce strategy for the age of AI, including recommendations to modernize benefits and tax incentives and invest in training and workforce transitions. Leadership Now has also launched an AI Task Force, which is developing strategic perspectives and actionable policy recommendations on the future of AI.
