U.S. legislative leadership is significantly older than the voting population, creating a growing disconnect with today’s economy and society. The U.S. is a global outlier: a much larger share of lawmakers are over 70 compared to most peer democracies, where systemic norms drive earlier transitions. Voters support reforms that encourage turnover, including broad support for retirement-age policies—creating a viable path for bipartisan action.
