Gil Cisneros, California

Gil Cisneros is a Democratic U.S. Representative serving California's 31st Congressional District since 2025, having previously represented the 39th District from 2019 to 2021. Born in Southern California, he enlisted in the Navy out of high school and served eleven years as a supply officer before earning a B.A. from George Washington University, an MBA from Regis University, and an M.A. in Urban Education Policy from Brown University. After winning a $266 million Mega Millions jackpot in 2010, he and his wife established a foundation providing college scholarships to Latino students, and he later served as Under Secretary of Defense for Personnel and Readiness in the Biden administration before returning to Congress.
